Content: I’d like to express my wholehearted support for this endeavor, underscored by the dynamic community it fosters and its capacity to deliver substantive diversity within the Collective.
In honing their focus on what matters most to them—namely, fostering financial literacy and inclusion for women within emerging economies—the project has assumed a leadership position as Optimism educators in Latin America. Through their endeavors, they are effectively propagating awareness and stewarding heightened engagement in governance—a trajectory that warrants emulation in other regions.
This is not diversity flag waving to prey on wokeness.
Previously, initiatives in Latin America have pledged growth through the dissemination of Optimism-centric content in Spanish. However, the outcomes have been lackluster, owing to their limited regional reach—a shortcoming glaringly revealed by quality metrics, rather than vanity metrics.
I don’t think we’ve seen many other localized projects transparently and tangibly create this level of participation. This should be applauded.
I acknowledge the industry’s skepticism, stemming from past disillusionment with projects that merely pay lip service to diversity. If you’re tired of the finnesing by diversity flag waving, like I am, I implore you to omit the “women in web 3 ” part and compare it to other LatAm based projects. The difference in transparent and tangible results are clear.

Hello, my name is Devansh Mehta and I’m a next billion fellow at the Ethereum Foundation. I’m a journalist by training currently working on retroactive funding of investigative reporters based on impact their stories create, like payouts to reporters behind the Panama Papers when those stories result in government investigations/lawsuits/asset seizures. Who are you?
I am a Next Billion Fellow with the Ethereum Foundation where I work on my app VoiceDeck, which is launching on OP Mainnet with the Hypercerts marketplace, to fund investigative reporters retroactively based on impact of their stories.
I am also the working group lead for Arbitrum’s Treasury Working Group, where I focus on how we diversify our treasury while supporting ecosystem growth. I recently submitted my first onchain tally proposal worth 35 million ARB for us to support RWAs on Arbitrum through our DAO being a customer of their products (rather than a grantor) and also figuring out how token swaps can replace grants for mature apps.
I am also active in Octant and Gitcoin governance, with a seat at their council.
Why do you want to become a badgeholder?
My app VoiceDeck is all about retroactive funding for investigative reporters, by purchasing impact artifacts of their stories. So at one level, I want to be a part of retroactive funding experiments like RetroPGF as it is related to the product I’m developing. At another level, since my app is launching solely on OP Mainnet, I want to contribute to good governance.
What are your areas of expertise?
I am a journalist by training and background, so my core expertise is writing. I have written tweets analyzing the RetroPGF results and also shared my feedback here in the forum.

Retro Funding: Moving from broad to narrow scoped rounds

Content: Thanks for this great post signaling the shift from broad to narrow round scope. It’s easy to overlook that RetroPGF is still a fledging funding mechanism, and yet, has already played an important role in identifying and funding meaningful contributions to Optimism, the Superchain, Ethereum, and in many cases, physical/ local public goods.

Drive & measure builder behavior: A narrower scope allows builders to better understand what will be rewarded in the future. It allows the Collective to focus marketing efforts on reaching the relevant audience for each round. Further, it enables improvements in the measurement of impact created as a result of a Retro Funding round. Measuring the effectiveness of Retro Funding is key for the Citizens’ House to be able to make informed allocation decisions.
RetroPGF has served the collective well in attracting talent from other ecosystems based on the impact = profit meme/ mantra. On the flip side, it has also created contributor/ grantee entitlement. Narrow round design should provide more clarity and reduce this entitlement we’ve seen in previous rounds. Props to everyone involved for listening to the community and making these changes so quickly.

Adapt round design to scope: Different types of impact can be addressed by different types of round design. By leveraging a narrow round scope, we can embrace the different types of contributions and optimize for the most accurate impact assessment within the scope of the round.
Do new round designs also identify badgeholder domain expertise and segment allocation power? This could help address RetroPGF 3 concerns pertaining to badgeholders overlooking the most impactful protocols in favor for social layer contributions. Lists were a great idea to help with this, but it sometimes resulted in soft collusion, self dealing and omissions based on personal interests/ competition. It could be interesting to see contributors focus on their area of expertise to prevent being overwhelmed by the inevitable increase in applicants.

To advance the transparency of the design process, the Foundation will open source plans for the proposed rounds in 2024 shortly.

Will teams have ample time to pivot to other forms of impact after learning their work has been deprioritized? We might see a wave of disgruntled contributors if they feel they spent months on an impact journey that wasn’t fruitful. I’m sure comms teams are already working on a crisis management strategy for this inevitability.
Another slightly related topic - Will we see any changes in how badges are earned/ given?

LatAm is a diverse region with many talented builders and passionate communities oftentimes held back by gatekeeping and rent seeking entities producing lackluster results. This can be a great way to create more autonomy for builders in the region instead of making them feel forced to let unelected and unaccountable international bodies usurp their impact and hinder growth. Looking forward to seeing LatAm get the representation it deserves.

Content: Latin American representation within the Optimism ecosystem surpasses that of builders from other regions like Africa and Asia. My recent trips to Taiwan, Japan and Korea allowed me to connect with lots of talented builders lacking familiarity with Optimism Governance, Grants and RetroPGF. This is a great opportunity to diversify participation from a region brimming with talented devs, a history of being early to technological advancements and communities with lots of onchain presence in other ecosystems. By introducing regional leaders to Optimism, I hope they can can build on the superchain and help bring their communities to the Collective. This thread will serve as a landing pad for new participants to introduce themselves and their projects as they increase their participation in the Collective.
