Optimism Retro PGF ranking voting system implementation

Content: Request Summary: This proposal suggests a fundamental shift in the governance distribution process on the Optimism network inspired by RetroPGF Experimentation: Voting Algorithms ? RetroPGF Maybe there is a misunderstanding. I am suggesting badgeholders rank projects ( 1 st, 2 nd, 3 rd, etc) instead of giving an OP amount ( 20 k OP, 100 k OP, etc). If you look at the results, A LOT of projects got ~ 50 k or ~ 100 k OP… basically round numbers, cause giving a specific number to each project is hard. I think it would be better for the distribution if badgeholders were tasked with ranking projects instead of giving them an OP amount. In many ways it requires more critical thinking. They would… Instead of assigning specific OP amounts to projects, badge holders will be tasked with ranking projects based on merit. This ranking system aims to remove the complexity of assigning OP numbers, foster critical thinking, and provide a more qualitative evaluation of projects. The underlying concept is that impact is inherently difficult to quantify and requires a more nuanced approach, which the ranking system facilitates. Additionally, educational content creation will be undertaken on the DSPYT website to help badge holders understand the new ranking system and its significance.
