Content: Big delegates have too much power. I have voted in every proposal because i care … but my tiny holdings are irrelevant compared to the handful of delegates that decide every vote. And those delegates effectively have lifetime power because there is no sunset on the delegation that users thoughtlessly sprinted through en route to claiming. Proposal: Pause Phase 1 and start a discussion round to improve the governance process

Content: The volume of proposals is high but manageable. But i like the idea of building more structure/process incrementally to a somewhat rudderless process. Does anyone know what % of the total token allocation for Phase 0 / 1 has already been distributed? If the % distributed is low then perhaps the process should throttled not stopped altogether.

I’ve read everything that i can find but do not see any evidence that token accumulation for purposes of maintaining voting power is beneficial to the Optimism community. Have you seen any evidence of that and if so, can you link to that in this thread?

Content: They should absolutely spend the tokens pursuant to their proposal. The primary purpose of Phase 0 is to stimulate usage and liquidity, not to hold in the treasury. As you point out, a related issue is the centralization of power of delegates and this is another reason why there should be a check on delegate power as i suggested in my post.
