Accelerated Decentralization Proposal For Optimism

Content: Glad to see such detailed debate on this important topic, both from GFX labs as well as the response from the Foundation. I have signed the petition , less so because of the original roadmap (as it has already been discussed), but to signal the importance of progressive decentralization.
I look forward to seeing the planned transitions to OP badgeholders by the end of Season 6 , but wanted to ask a question regarding one part of the reply:

In regards to the ability for delegates to submit proposals for a vote, we don’t believe it is safe to put the entire Governance Fund onchain with permissionless proposal rights while the cost of governance attack is currently lower than the value of the Governance Fund.
In addition to the other safeguards mentioned by @GFXlabs , isn’t one of the roles of the Anti-capture Commission to mitigate this risk? With their voting supply + quorum requirements , I can see most potential attacks having to undergo countermeasures that are a lot more robust than in other DAOs. I understand that perhaps it’s still not considered a developed enough commission to defend something of as high value as the Governance Fund, but I feel it’s still worth considering

The Treasury Council could start by handling grants approved by the Grants Council. In line with the Foundation’s example, I believe the Grants Council is gaining too much power, and decentralizing oversight would allow both the Treasury Council and the Grants Council to oversee and check each other, fostering a more balanced governance structure.
Just to share an opposing view, is this not being done already by Token Delegates through their budget votes? I’m curious to hear more about what you have in mind, but right now it feels like the Treasury Council would serve little purpose other than to stand between the Token House and Grants Council.

The Foundation has not given us any reason to believe that they will not decentralize, when they have already shipped the Security Council, fraud proofs, Citizen’s House veto, etc. Decentralization takes time and Optimism is still in it’s infancy with only 2 years of governance under our belts.
The final thing I wanted to share regarding this discussion comes from a very important summary from @katie . This is more of an observation than something that can be done in an actionable manner, but I feel that part of the reason people might feel Optimism isn’t decentralizing isn’t because there’s no efforts, but because the steps are being made on much larger time frames compared to other Onchain organizations.
This is something that the Foundation is clearly doing deliberately (see the comments on ETH treasury spending), and I feel future Seasons communications could start emphasising on this more. We already have Themes each season, but I feel is important to also start summarizing the learnings and advancements of each Season, to show how progress is being made.

Just to share an opposing view, is this not being done already by Token Delegates through their budget votes? I’m curious to hear more about what you have in mind, but right now it feels like the Treasury Council would serve little purpose other than to stand between the Token House and Grants Council.
I proposed this as a baby step towards establishing a battle-tested Treasury Council that would eventually be able to execute key tasks like grant deliveries, Retro funding distributions, and governance rewards. The goal is to gradually build its capacity, so it can also propose a strategy to put the 15,397 ETH collected into a sustainable farm for the Token House in the near future. This isn’t about creating a barrier, but rather ensuring we have a structure in place that can effectively manage these responsibilities as we decentralize further.

Season 6 Elections: Code of Conduct Council

Content: On behalf of the @Codeofconduccouncil, we want to thank Bubli and contributors interested in supporting the Code of Conduct.
We have spent a session discussing in what potential ways non-elected members could have assisted, but considering the current workload of the council, we could not find any direct work that could be delegated to more members.
As discussed by all members, the current Code of Conduct Council structure was elected from a renewed version following feedback from Delegates, with a focus on governance minimisation. This, along with the new scope of the council this season to only enforce Rules of Engagement, has made it challenging to introduce additional ways of participation.
Considering we are already halfway through Season 6 , we believe that the best way forward would be to focus ahead on the upcoming Season 7 and reflection period. This can be thinking of ways that the new council could be run, as well as individual governance contributions which could be related to the same ideals as the CoCC , but funded under RPGF.

Exploring Shielded Voting: Enhancing Governance on Optimism

Content: Personally not a fan of shielded voting, all the points you bring up are valid, but it also means that we might not even know if quorum has been reached on multichoice options where 1 + choice is valid (eg. electing 5 members with 20 nominees).
Additionally, with the current on-chain voting system someone could possibly miscast their own vote and not know until the vote has passed with no chance of knowing it. It’s already happened to me in other shielded voting systems, and feels like a tangible downside for an upside that’s not guaranteed

First of all, I wanted to thank all Token House delegates who decided to vote for me this season, I really appreciate the confidence. I will work again in ensuring transparent communications between Token House members and the Council, and if you have any questions about anything, feel free to shoot a DM and I will be happy to respond.
I’m saddened to hear about an Agora UX issue altering the final result of the council, but as @lavande confirmed above that the on-chain result cannot be altered, I am trying to think of solutions on how we could go forward.
@Bubli.eth , the new council hasn’t assembled yet, but if interested, I could propose to the council to have you as a potential help in future matters. Afterwards, the council could apply for Retro Funding to reward the impact given. Let me know if you’d be up for this and I can bring it up on the first meeting!

Have you attended GravityDAO’s conflict resolution training?: Yes
If so, what was the most impactful learning you took away from this training?:
Many of the lessons were very useful even for day to day life, but the most impactful one by far especially for this role is regarding communications and handling difficult conversations. Even if the content is good, if it is delivered without accounting for the other’s receptivity a common ground cannot be reached.
The effectiveness of this training was especially noticeable in the meetings of the council last season. Despite members strongly disagreeing with each other in some conversations, the conversation always felt safe and civil, as each member would acknowledge each other’s state of mind and would approach the situation with utmost respect.
Please demonstrate any non-Optimism experience you believe is relevant to this role:
My most relevant contribution comes from the development of ParaSwap DAO and the protocol. Actively managing a DeFi protocol and communicating with users requires understanding of one’s community as well as communicating even difficult topics in a clear and civil tone.
Have you previously served in a representative (appointed or elected) role in the Collective? I was elected to the Code of Conduct Council last season. Additionally, I was a participant in the Thank Optimism mission during season 4 .
Please outline your contributions, and their impact, to the Optimism ecosystem to date:
Token House Delegate since Season 3 : I have had a participation rate of over 80 % , delivering votes on different key decisions as well as the reasoning in the forums and Agora.

Oxytocin - Delegate Communication Thread

Content: A few QoL updates to prepare ahead of Season 6
I have set an ENS for easier recognition, currenlty using vote.ytocin.eth (though open for other suggestions!). For other delegates using Safe to vote, have a look at SmolDapp , it allowed me to clone my Safe to mainnet and other L 2 s, finally letting me have an ENS linked.
I have also updated my delegate profile to go along with the new ENS. Once again, I would like to thank everyone that has deelgated to me, and would like to invite any of my delegators to reach out whenever they have any doubts about governance or any particular votes!
I have left the reasoning of most of my votes directly on Agora, as most of these were ratifications or budget amendments.
Code of Conduct Council Season 5 Participation
Season 5 was the first time that I have participated in one of the Token House councils. I decided to nominate myself for the Code of Conduct council since most of the nominations were not active delegates, which could easily lead to lack of context within council members.
My initial impressions of this Council are those of difficulty enforcing within the niche they were granted power to operate in. Most of the most serious reports would involve incidents that happened outside the operating scope of the council, like in other DAOs, Citizens House, or Earlier Seasons. This lead to frustration from both within and without, as reportees would feel inaction and the Council would wonder how far they can operate.
Despite this, I still believe that the Code of Conduct council is an important addition to the Token House . The main reason for this is action accountability. When thinking about alternative enforcement methods for the Code of Conduct, all of them involve either passing the decision making to an entity that the Token House has no direct control over or subjecting the token houses to vote. I believe the latest rescoping to be a good iteration, and look forward to see how these changes make the council evolve.
