I am an indie software developer who has been in the games industry as a gamer and game dev for over 40 years. I have designed, developed, and published over a dozen games during my career.
My first game, Battlecruiser 3000 AD (aka BC 3 K), was a ground-breaking game that was ahead of its time. Published by Take Two interactive in 1996 , it was one of their portfolio titles when they went public in 1997 . So, you could say that I helped the company succeed to where it is today.

PROPOSAL DESCRIPTION
Proposals authored by any member of the Special Council or GwG (collectively herein: leadership) and deemed to be vital to the operations and processes of the DAO must be fast tracked (ahead of any proposal and regardless of their current status) to admin review and DAO vote.
Ape Foundation authors, including Special Council and all Working Groups, must, via an AIP idea proposal, disclose to the DAO community, any/all on-going proposals which may otherwise not have been written up via a proposal on Discourse. There should be no confidential details of a proposal not disclosed to the community. e.g. the name of the F 1 team in AIP- 406 was not disclosed to the DAO community during the proposal process.
Ape Foundation teams, including Special Council and Working Groups, must be subject to standard disclosure guidelines. They must disclose when they have any financial, employment, personal, or family relationship with an author, company, or brand associated with a proposal or deal that has been submitted to the DAO.
ABSTRACT
In AIP- 426 , the role of the Special Council was clarified and ratified as follows:
The Special Council is an “Advisory Board’’ that serves an advisory function with no corporate decision-making power.
The primary responsibility of Special Council members is to conduct administrative review of AIPs.
In addition, though there are procedures for the proposal process, often times the community sees proposals go to admin review and vote ahead of others which may have been in queue a lot longer. The most recent example is the Banana Bill.
The AIP process clearly states the following:
“Discourse is the first stop for all proposals. An AIP (APE Improvement Proposal) Idea is submitted as a post in Discourse and must receive confirmation from a moderator that it complies with DAO-approved before it appears to the community. ApeCoin holders must go through a wallet authentication process to post ideas or give feedback to ideas via comments.”
With the deployment of ApeChain fast approaching, and which is likely to spark renewed and increased interest in our DAO, it is imperative that we take these steps to secure the credibility of not only the DAO proper but also that of our leadership.

Administrative policies e.g. AIP- 113 , AIP- 183
Community related proposals e.g. AIP- 240 , AIP- 251 , AIP- 256 , AIP- 258
ApeChain and any infra related proposals e.g. AIP- 134 , AIP- 155 , AIP- 454
BENEFIT TO APECOIN ECOSYSTEM
This will allow leadership to immediately send to admin review, and subsequently to vote, any proposal which is deemed to be of vital importance to the DAO, without raising questions and concerns about favoritism of certain proposals “leap-frogging” the process.
This will allow the DAO community to be privy to any/all closed door proposals and discussions similar to the failed 0 xPolygon bid for ApeChain, which was being discussed for over a year, and without the community being aware of said discussions. In short, any third-party approaching Ape Foundation or any working group about a proposal - of any kind - must be directed to create an AIP idea thread on Discourse instead of engaging in any behind-the-scenes discussions.
This will prohibit members in the Ape Foundation and any working group from engaging in any proposals with third-parties before they appear on Discourse as AIP idea proposals.
This will ensure transparency and accountability to the DAO.
STEPS TO IMPLEMENT
Upon this proposal passing, all conditions of this proposal would be effective immediately.
Upon this proposal passing, disclosures must be sent to the DAO secretary who will maintain a public Discourse section where leadership disclosures are listed in the following format and tracked in an online AirTable for record keeping.
AIP: The name or number (if applicable) of the AIP
NAME: The name or handle of the disclosing party e.g. @smartape aka Derek Smart
DISCLOSURE: Nature of the disclosure e.g. I was paid $ 1 Ape to shill the proposal
REPORTING EXPECTATIONS
The expectation is that this proposal would be implemented by the DAO’s administrative team.
The community should regularly review the impact of this proposal. If accepted, the administration and the community should review the impact of the updates after the 3 -month period for conflict ends.
